Headlight/taillight malfunction

My 1987 gmc s15 has the following problem: brake lights, turn signal, hazards work fine with headlights off. With headlights on: no brakes, weak and delayed turn signal, and sometimes both lights flash with turn signal. Running lights/reverse lights do not illuminate at all. So far I have changed all the bulbs, checked all the fuses multiple times, changed out the headlight switch and inspected the wires as well as I can see them. Because of this I obviously cannot/ should not drive at night. Now what?

This sounds like what my father-in-law had with his 1995 s-10. It turned out that the hazard switch assembly was broken, which affected the turn signals, tail lights, and headlights. It required that the air-bag/steering column had to be removed to do this. It ran him about $750 due to the labor. Yours doesn't have an air-bag, so it should cost way less.

They shouldnt be charging u more if it has airbag or not. I just recently took apart my steering colum on my 96 lumina to replace bad ignition. Just 2 torque screws held air bag in place.(Just Plugged in)) and when u say column removed are u talking about steering wheel to the floor removal?
