Electric fuel pump

I have a 1996 Astro van AWD 4.3L. That quit running.
It seems like a fuel problem. When I listen in the gas tank and have someone turn ignition on I hear a single click. My question is each time the key is turned on should the electric fuel pump run for a second or so to pressure system.
