1996 GMC Jimmy Will not turn on in cold weather

My 96 GMC Jimmy will not turn on in cold weather. It starts with no problem at all but when it reaches 15 degrees or lower it will not turn on. The fuel pump was changed and a tune up was also done.

Has the check engine light come on? Also, has the temp sensor been checked? It determines how rich or lean to make the fuel / air mixture based on temp. If it thinks it's warm out, it will cause this type of problem. Basically, it took the place of the choke on the old carbs.
