Engine turnes over but will not start. Fuel problem I think. Is there a fuel cut off device

There is no fuel shutoff. Have soemone listen at your gas cap with it off to see if the year a buzzing sound. If it is your pump is working butmaybe not like it' supposed to. Change your fuel filter an dcheck your fuel pressure.
