Needing to replace the upper & lower intake gasket
what is the best way to set the distubitor back to be on time
are there any special tools needed for the replacement and touque specs

Hi:

There are no special tools required to replace the distributor. However, the distributor needs replaced in the correct place for timing.

Because of the extent of what you're doing, I suggest that you purchase a manual for your vehicle. The manual will have all the information you need and pictures to help guide you.
