Gear shift is stuck in park position?

My gear shift is stuck in park position. Will not move while pressing on the brake and release button. What are some of the reasons that cause this problem?

There is a shift lock control solenoid that can go bad and cause this problem. But we should check the brake lights to see if they work, that way we can tell if the brake light switch is okay. If the brake lights work, I would check the fuse#28 and fuse# 25 in the fuse panel at the left side of the dash.
