Fuse keeps blowing after vehicle is driven for twenty to thirty minutes. When fuse is blown. Car loses power on take off and will not up shift.

That fuse powers the transmission controller, the A/C clutch, the oxygen sensor heaters and the EVAP vent valve.
When it blows the transmission becomes "dumb" which is why it does not shift and you lose power. The PCM sees that the transmission went offline so it reduces power and the transmission goes into limp mode. It is supposed to allow you to get to a garage of off the highway in the event the system shuts down.

To find out where the problem I would start by looking over the wiring to each item, It could be that a wire is grounding out or is rubbing and the combined load is more than the fuse can handle.

Next testing will require a test of the amp draw and resistance of the various items the fuse powers. Some will be easier to test than others.
My suggestion would be to start with the O2 sensors as one of them may have a short in the heater circuit.
Next would be the AC clutch. Then the rest.
