Fuel pump has been making a loud whining noise for about a week. Replaced both fuel pump and in-line fuel filter (new parts). Now, the car starts, revs up and then idles down to a sputter and shuts off. Stepping on gas pedal directly at start causes higher rev but has no affect ones it idles down. The new pump makes a low humming noise when it first kicks on. Removed access panel and verified fuel lines and electrical lines are connected correctly.

Let's check the fuel pressure when these issues are happening as it is possible that you just got a faulty part even though it is a new part.

Basically, when this pump is making a humming noise or a whining noise it is due to lack of fuel, or the pump is failing.

Is there any chance you have something other than gasoline in the tank?

When you replaced the tank did you inspect the fuel and tank to see if there was any debris in it?

Let's check the pressure and go from there.

Thanks
