What all can cause fuel pump not to hum when turn key on?

Sure, it can be the pump is burned out or the C/opn relay is not working or the MAIN EFI fuse is blown which is in the fuse panel on the left side of the engine compartment. The fuel pump can have a bad ground as well which is at the left C pillar. Here is the wiring diagrams for the system so you can see how it works. Check out the images (below). Let us know what you find.

The fuse is in the under the hood fuse panel. The fuel pump relay is part of the integration relay. Check out the images (below). Please let us know what happens.
why the INJ fuse keep blowing and how do I find the problem? I done replace the fuse 3 time. no spark no fuel pump sound when turn key on no start. I use my test light to check for a short at the fuse box inside the car I hook the clip end to battery positive and the pointed end to one side of the fuse box socket with key off.

So this happens when one of the injectors is shorting out. I would remove them and run this test from this guide.
no 12V at the Injectors and coils I'm not sure is the coils is causing the problem no 12V at the coils. when the problem first started the engine would start up and die immediately and I scann for codes the codes was p0351-p0354.

So it looks like you have 2 ignition coils that are bad, I would replace them and then clear the codes and check the other fuses.
P0351 - coil A / cylinder 1
P0354 - coil D / cylinder 4

as i reported before the codes was P0351- P0354 i mean the codes are: P0351,P0352,P0353,P0354. do i need to replace all 4 coils? what can cause all 4 coils to go out at one time?

If you have all the coils codes at once, I would disconnect them and run a test, you may have one shorted coil taking the system down or the PCM is bad. Please go over this guide to help you with the testing.
what is the fuel pressure psi number is? i check the fuel pressure while cranking the numbber was 34psi. when engine running the number is 44psi is those in normal range?

Normal fuel pressure is about 44 to 50 PSI with the engine running. Toyota’s 2AZ-FE fuel spec is listed at 304–343 kPa, which converts to about 44–50 PSI. Here is a video to go over to help with instructions in the diagrams below for your car.

yes I'm still fighting the #3 and 4 cylinder misfire. I havn't replace the ECM yet.
