Freelander start up and smoke problem

My freelander td4 2002 is hard to get started and lets out white smoke on start up I have changed the glow plugs although one snapped but still starts the same. Also sometimes there is some chugging while standing with the engine running.

Has the damaged glow plug been replaced? If not this is a must, white some is a sign of incomplete combustion, if the car runs ok when its warm, it will be a cold cylinder and probably glow plug related but a comp test will also be a good idea just to prove the comps are all with in specs.
