Odometer doesn't show

I have a 2000 Ford Windstar. The odometer is not showing the miles. Instead it is showing dashes. So I checked the fuses. I found out that one fuse was blown. So I put on a new fuse and started the car. Immediately the fuse blows and the odometer is still showing dashes. I figure there is something shortening the wires, but I would like to know what is the main problem that is causing the wire shortening in a Ford Windstar?

It is fuse #10, under the steering column in the fuse box.

I did everything instructed above. But after I finished I put the fuse in and started the car. Automatically the fuse blew and the odometer is still reading dashes. This is an electrical nightmare. Do you have any other suggestions I could do to resolve this?

Yup, I disconnected the red and blue wire where the master cylinder was located.I Put everything back in place.I then put the fuse back on and the turned the key on. Boom, the mileage came on and the problem has been solved. Thanks, you have been a real big help.
