2000 Ford Windstar 6 cyl Front Wheel Drive Automatic

on a 2000 windstar w/33.8l
The computer won't communicate with the code reader because there isn't any power at the port.
How can I fix this issue?

Check fuse #17 (20amp) in the under dash fuse box. It also powers the cigarette lighter.

I want you to take a multimeter and test pins 4 and 5 on the obd2 connector for ground make sure they read 2 ohm's or less to ground.Pin 16 should have battery voltage.If pin 16 doesn't have battery voltage then check fuse number 17 in the battery junction box.
