A/C not working?

I have a 2000 ford taurus se, the problem im having is with the ac system. I have check freon and (about 65 psi) system seems to be fully charged and all fuses have been replaced. The system is continually blowing ambient air. Well since that has started when the car gets up to about 45 mph (with no ac running) its almost like the gears are strugglin until I give it a little gas and then it takes off fine. Are the two problems associated? What are you opinions on this problem?

Try taking off the belt and turning the pump with a 1/2 inch drive ratchet. Turn it 3 times and pay attention for tough spots.

Compressor seems to be engaging fine u think it could be a clogged vacuum line
