Fuel Level sensor circuit malfunction

2001 Ford Taurus with 164,000 miles. V6 Flex Fuel engine.
Check engine light on, fuel gauge has not worked in over a year. Cannot pass Ohio E-Check because check engine light is on. Burns no oil between oil changes, runs great.
What can I do to fix and pass the e-check? I do not care if fuel level gauge works and would not want to pull the fuel tank to repair a level sensor it that is the problem. Again car runs great, no oil loss, no engine sputter. I need the car to pass e-check. Please help, thank you.

2001 Taurus, 164K 3L V6 Flex fuel.
Well I would like to fix it myself, where is it located? Does the fuel tank need to be pulled?
The fellow from the Ohio EPA explained one of his flex fuel cars was repaired by a Ford dealer doing the following. Ran oasis, tested EEC system and found code P0460. Pin-point test HX76 and found proper signal from fuel tank sender but incorrect output from flex fuel moduel. Removed and replaced flex fule module. Cleared the code and tested.
Could this be the same issue and if so how is it repaired?
Another question what does this issue have to do with passing the e-check? The fuel gauge does not work, OK and the check engine light is on but this issue should not pollute the air. Correct?

I would like to attempt to replace myself, if possible. Can you go a little deeper in explaining the process?
Is it really that difficult? If so what would you expect to pay if I took it to a dealer?
