2001 taurus, waht causes the egr valve to let to much gas go through, I already replaced tge egr?

Is there a lot of carbon buildup on the new egr valve (or the old one, for that matter)?
If you have carbon buildup, then it will prevent the valve from sealing closed, thereby causing a leak.
Carbon buildup comes from fuel air ratio that is too rich. Check your codes.
