2000 Ford Taurus cold weather starting problem

When the temp. Goes below 35 degrees, the car simply will not start. The mechanics can't seem to find the problem. When above 35 degrees I have no problems. Thanks for the help.

Heres what you do you remove the ECT and the IAT and bring them both indoors till they are warmed up for a few hours then measure their resistance. They should be very similar to eachother. Let me know what you find
