Speedometer will not Move

When I start my car to leave I have notice that my car struggles to drive it seems like tha transmission is slipping and wont go into gear and the speedometer will not move but after the car warms up it drives like normal but the speedometer jumps back and forth between 0-40 and when I make a complete stop and then go it reads the speed like normal what could this be? Please help

Could be the VSS (Vehicle Speed Sensor) If the PCM doesnt get a good signal as far as how fast the car is moving it doesnt know what to do as far as the trans goes. HAve the PCM scanned for any codes to see if it has recorded any failures
