1999 Ford Taurus! Please HELP!

Hello. I recently ourchased a 99' taurus, and since I bought it the car has been doing some pretty weird stuff.
1. Windshield wipers come on out of nowhere ( I know now this is the conrol module)

2. Car makes a whining noise which sounds like it's coming from the back tire, ut according to my mechanic it isn't the actual TIRE?

3. I often use my cruise control, recently when going around 55 it feels like the car is struggling to get gas.
Now, the car does it REALLY bad going between 35-40 MPH. I cannot really explain it better than that, except it kinda feels like when you run outta gas, or the Cat is clogged (it's neither of those BTW)
( I have replaced the EGR valave because my Check engine light came on a freaking week after I bought it and apparently that's the code it read)


I need help.I've only owned this car for 2 months, and already want to tell the dealer where to stick it, and drive my Thunderbird. Please help!

Check the following parts - Don't replace them, just check them.
1. Throttle position sensor. It is mounted on the throttle body, easy to test. Measure the voltage between 2 adjacent wires, crank engine, slowly open and close the throttle. The voltage should go smoothly from 0 to about 5 volts. If your meter goes berserk at any point, then that would explain the erratic behavior.

2. MAF (mass airflow sensor). It is mounted on the boot between the air filter and throttle body. Unplug it, and see what happens. If it's not much worse, then it may be a problem, although it's still not conclusive.

The problem with most mechanics that I know, is that they'd rather swap out parts until they find the problem than logically determine cause-and-effect. That takes longer, but saves money on unnecessary parts.
