There is a big round broken sensor by the thermostate. Could this be this problem?

The only thing, I can think of on or near the thermostat, is the coolant temp sensor. That won't stop coolant flow through the heater core.

Maybe a clogged heater core? Are the heater hoses hot? Does the engine reach normal operating temp? Does the radiator fan/s run all the time?
