1992 Ford Taurus relay flasher

1992 Ford Taurus 6 cyl Front Wheel Drive 85000 miles

I bought a relay flasher and I cant figure out where it goes. I looked under my steering column and beside my fuse box. No luck. Can you please help me?

I believe, not 100%, that it's located on a small panel, along with a couple other pieces, behind the lower trim panel, under the steering column. Four torx screws to remove the panel, may be up above the gas pedal on a support bracket. I believe the wiper motor governor may also be located there.
