2000 Ford Ranger

While diving down the road sometimes it runs like it has cruise control but it does not. I will push the clutch in to either stop or shift and it will tach up on its own. When it is running like its on cruise and I hit a bump or pot hole, its like it kicks out and it runs normal like it should. Some people tell me they think it is the throttle positioning sencsor. Could this be right?

Clean out the throttle plate bore-inspect throttle linkage and cable then test the throttle position and mass airflow sensor
