1999 Ford Ranger Fuel System Problem?

I pulled over to check out directions, but could not start my truck up again. No warning lights came on. The electrical system seems to be working fine. The engine will turn over, but will not start. Is this a fuel system problem?Today I replaced the in-line fuel filter, but that did not seem to fix the problem. (On a side note the alternator and battery were replaced 3 months ago)

Have you checked to see if the engine is getting spark and fuel to the engine?

How do I do this?

I know how to check for spark using a light pen. How do I check for fuel?
