My heater/fan only operates when set to the highest setting i.E. Position 4

When I try 1, 2, or 3 nothing happens

As you are unable to advise required information re model etc, this makes it a bit hard. But I would be checking the fan switch for continuity and if fitted a fan speed resistor block.
