2000 Ford Mustang What does fuel pump sound like if working

What does the Fuel Pump sound like when it is working properly? I've seen a couple mechanics state that when you turn the key to the start position, you will hear the Fuel Pump for a couple seconds if it is working properly. Do they mean that someone is outside of the car, or under the car, or inside the car?
