1997 Ford Mustang problem with air coming through vents

When the air is on the cold air only goes through the vents up at the top off the windshield and none of the other vents. Is this fixable my self? And how do I fix it?

Check vacuum routing. Check for vacuum leaks and inoperative vacuum motors.
