Check engine light on with trouble codes for IMRC (P1516 and P1518), removed intake and cleaned IMR's. Both OBD II codes returned. Researched and found failed IMRC unit commonn after about 100k miles. Replaced the IMRC unit and OBD II P1518 (IMRC stuck open) returned. What is the troubleshooting process to avoid "just throwing parts at it"?

If the IMRC is not bent, and the return spings are OK, the problem can be low voltage in the circuit.
Possibilties are IMRC circuit shorted, IMRC Module, and PCM! What you need for testing is a scantool that has two way communication, to be able to command the IMRC to open and close. You can test the wires with an ohm meter.
