I need some expertise for this question. I'm rebuilding an 89 mustang and can't get it to run. Its starts with starting fluid but won't run. It's not getting any fuel pressure and I changed the fuel pump and relay. I pressed the inertia switch which also didnt do anything. I tested the connector going to the fuel pump and it was very weak. I traced the lines back to the engine control module. Is it possible that the ECM isn't putting enough juice back to the pump.

Ok first check for any pinched wires between the engine and trans. If that is good then I need to you get a volt meter and check for power at the relay. You need to check the pink wire with the black stripe for power and the then the tan wire with light green stripe. One should have contant power and the other should have switched power. Now you may have to crank it over to get the one to power up for longer then 3 seconds. Also check the battery voltage must be at least 12 volts. So here's what I've done. I replaced the fuel pump relay, engine control module, and fuel pump. After testing the wires that hook up to the fuel pump it's only putting out 6volts. I've replaced the positive and negative grounds with no success. I charged the battery with no resolve as well. Whats next?
