1995 Ford Festiva where is the heater control valve found?

Heater problem
1995 Ford Festiva 4 cyl Two Wheel Drive Automatic

My heater won't put out heat. The temp gauge works and after the engine is run settles at about the quarter mark so I have to assume the thermostat is working. All hoses feel/look good. The coolant level is at the full mark. But still, I get no warm air.
Could this be caused by a faulty heater control valve?
If not, what could my problem be?

Hi there,

I have one of these in my work shop with the dash out and it look like it is up under the dash behind the heater box, I will go and see how had it is to drop the passenger side panel under the glove box to see if there is better access to it that way, other wise it looks as if the heater box will have to come out, I will post a bit later this arvo.
