2001 Ford F350 Bad Starting

We have a Ford F350 super duty dually truck with 6.8ltr V10 motor. When the weather is cold or damp, the vehicle will not start. The SERVICE light flickers and there is a relay behind the dash which chatters with a noise rather like a switch short circuiting. When that situation prevails, the truck will not start. If the light is steady when the igniition is turned on, all is well and it will start, and the light goes out as normal. No fault codes are detected by the scanner. The relay which appears to make the noise is is a small black one located next to another similar one and a larger blue one, all under a single cover behind the lower center dash panel. Changing the relay for a similar one does not cure the trouble.

5.4L/6.8L BI-FUEL - NO START IN BOTH GASOLINE & ALT FUEL MODES TECHNICAL SERVICE BULLETIN Reference Number(s): 01-15-5, Â Date of Issue: Â August 6, 2001 FORD: 1999-2001 F-150, SuperDuty F Series Related Ref Number(s): 01-15-5 ARTICLE BEGINNING DESCRIPTION DRIVEABILITY - BI-FUEL VEHICLES ONLY - NO START - GASOLINE OR ALT FUEL MODE - VEHICLES EQUIPPED WITH 5.4L OR 6.8L BI-FUEL ENGINE ONLY ISSUE Some Bi-Fuel vehicles may exhibit a no start condition in both the gasoline mode and the alt fuel mode (LPG & CNG). This may be caused by the Crankshaft Position Sensor (CKP) circuit. ACTION Check CKP (Crankshaft Position) circuit. Refer to the following Service Procedure for details. SERVICE PROCEDURE 1999 BI-FUEL VEHICLES With the alt fuel selector switch in the GAS position, disconnect the Clean Tach Output (CTO) module connector C4044 (labeled J44 and located near the battery) and start the vehicle in the gasoline mode. 1. If the vehicle starts in the gasoline mode, refer to the PC/ED Section 5, pinpoint test JH1. Reconnect all connectors when complete. 2. NOTE: IF THE VEHICLE DOES NOT START IN THE GASOLINE MODE, RECONNECT C4044 (LABELED J44) AND REFER TO THE BASE VEHICLE POWERTRAIN CONTROL/EMISSIONS DIAGNOSIS MANUAL FOR NO START NORMAL CRANK. 2000/2001 BI-FUEL VEHICLES With the alt fuel selector switch in the GAS position, disconnect the compuvalve connector C4036 (labeled J36/P36) and start the vehicle in the gasoline mode. 1. If the vehicle starts in the gasoline mode, disconnect C4026 (labeled J26/P26) and refer to the PC/ED Section 5, pinpoint test AD5. Reconnect all connectors when complete. 2.
