1997 Ford F-250 check engine light

Check engine light dosnt come on will not pass smog check. Replaced light bulb still not working. Checked circiut panel ok. Put ground to plug behind dash light comes on, panel good. What to check out next?

Does the light have to work to be able to pass the test or did it fail because of bad emissions? Have you scanned it to check for codes? When u turn the key to the accesory position does the engine light come on?
