Screwy Fuel Gauge in 1990 F-150

I recenty acquired my 1990 F150, automatic tranny, 2wd w/ aprox. 58,000 miles on it. It has a 302, 5.0 L EFI engine. It sat in my aunt's barn for aprox. 10-12 yrs and was rarely used by her sons. From my understanding, they had to replace the fuel pump(s?) And now the rear tank doesn't work and the fuel gauge reads faulty (when dial is on F the tank is on empty). Is this a fuel pump problem?

I switched the the tanks & the gauge went up (keep in mind it was 1/4" above F already) & I am sure that there is no fuel in the rear tank and certainly not full.
