Chances are the rheostat on the float in the fuel tank is bad. One problem. It is part of the fuel pump and the tank needs removed to access it.

Here is how it works. The rheostat receives power and through a resister, it sends a signal to the BCM (Body Control Module) and then it goes to the gauge.
