Does anyone know if this is a problem that will be covered by a recall?

While looking under the hood for evident problems, I notice what looks like a small black tube near the battery. It has two ends that appear open.

One end looks like perhaps it should be open but the other looks like it may be burnt.

I looked for these codes but did not find them, I used two different sources, not found. Could be a Ford proprietary code. But it looks like a vacuum lin, just get a piece of rubber washer hose and plug both ends back in. No recall I could find for vacuum issues.

I found these codes listed in several different places as throttle actuator control motor. I really don't think the tubes look like vacuum and was thinking they may have been some sort of fuseable link. The way they are bent does not look like they ever went together.

Well these do look like vacuum tubes, th one in your hand is a vacuum line. If there is a vacuum leak, the throttle can be affected, look around, it must connect someplace.
