Defrost only

Air Conditioning blow out the defroster and not the vents. Air comes through the vent but when the AC button is pushed it goes to the defroster.

Ok it sound like either the switch is sending the wrong signal to the wrong vacuum motor or the defrost/panel vacuum motor isn't working right. Here is a pic of that motor.
