Belt squeaking wont stop. Power steering pully might be out of alignment. Momentarily wet belt with water quiets noist. Soon as its dry squeak resumes.
What is the play tolerence "in/out" for power steering pump?
Pully isn't flush with spline shaft. How critical?

In and out play isn't all that critical, as long as it isn't excessive and that the belt isn't trying to ride up and over the pulley. Try replacing the belt. A lot of times the belt will glaze over from excessive squealing and then needs to be replaced.
