1994 Ford F-150

STARTER STICKING FOR 1-2 SECONDS AFTER IGNITION.

This is the 3rd starter I've put in in two weeks, and each time its the same story. So I'm pretty sure its not the starter. I've just replaced the Solenoid and the Ignition switch. No help. When I look inside the Starter area I can see that one area of the flywheel does have some teeth that are a little mangled. Not too bad, but I wonder if they are mangled enough to make the start teeth stick a esecond before disengaging? Is this a real possibility? If so, cant I just file the flywheel teeth a bit to get them in fine shape?
Or, is there another solution or item I can replace? Any good advice is appreciated.

Is it happening at every start or when ever
if its happening at every start I would have to assume its not the flywheel and start checking the electrical starting system
place a test light on the starter wire and check if the light stay on when starter stay engage after the key release
if not its the flywheel and try to clean and reshape it if possible
if light stay on have to recheck the wiring, ignition switch adjustment, starter solenoid
