1989 Ford F-150 Fuel Pump

I have an '89 F-150 truck, we have replaced the fuel pump, bypassed the eletrical system to the pump. We have placed the pump in a can of fuel, the pump runs but will not pump fuel. We have left the pump in the can of fuel and reconnected the fuel lines, still won't pump the fuel. We can get the truck to start with starting fluids, but still will not pump the fuel. Any suggestions on what to check or methods to resolve the issue?

Submerged in fuel and still won't pump fuel sounds like its defective to me-

This is a brand new fuel pump, could their be something else going on?

If its not pushing out fuel when submerged in fuel its no good-check the voltage to it-don't give in-manufacturers defect-
