Fuse keps blowing

I have a 99 ford explorer that when ever I turn the key on it blows the PCM fuse. I have alreda replaced the PCM its self and it still blows the fuse.
any ideas as to what to try next?

Take the fuse box off the firewall and inspect the back side for a burned wire.
