1999 Ford Explorer Parking brake squeal?

I moved recently and for the first time I started using the parking brake since I now live on a hill. Now when I drive there is a loud squeal, not just when turning, but all of the time. Could the two be related and can you suggest an inexpensive remedy?

If you never use a parking brake and you suddenly start using it thats a good way to get teh vehicle to have the brakes lock up. Does the squeaking stop when you put on the brakes?

Look at the parking brake cable under the vehicle, is it loose at the equilizer? If so suspect the parking brake binding. Are the lines swollen in spots?
