1998 Explorer will not start

I have a 1998 ford explorer with 155000 miles. It is an EB edition. I replaced a relay under the hood for the blower (which still will not blow in the front onl in the rear) and now I have power too the car but it will not turn over. All the relays are good. You can jump the relay with your had(cover off) and it will turn over but when you put the cap back on it will not turn over. Can anyone help with this. Is it a grounding problem or what do you think? Help please

Which relay are you pushing in by hand?

I have checked fuse #5 and relay #6 under the hood

Which relay are you pushing in by hand. Not just the number but it should be marked what it is for. The relay might be bad if it won't hold by itself or it might not be getting a signal because of something else like the camshaft or crankshaft position sensor.
