1997 Ford Explorer Brake System

I Have been having problems with my brakes. When I'm driving parking lot speeds just before I come to a complete stop the brake pedal makes a noise like rarrrrrrrhhhh(something along those lines) and the brake shudders a little bit. I took it into a repair shop and they told me it was the roaders warped so they fixed that and it kept on doing it. (They ripped me off) They then told me that they had told me before that it was the abs pump which is ridiculous because I just replaced it. Is it the abs sensors or what is the problem I can't figure it out

First, try a different shop. At a parking lot speed, you would hardly notice warped rotors. At higher speeds, you would feel it much more.

Regardless, it does sound like an ABS problem. Has the ABS light ever come on? Also, you can check the sensors at each wheel to see if the sensors have been damaged, disconnected.
