1995 Ford Explorer Power Steering

Hello, I was hearing whining in the steering. So replaced the power steering pump. Turned smooth as a new car. But after sitting overnight. It is hard to steer now and the whining is back. Noticed that the fluid looks black. Do I need new rack? Or just a fluid change. How do I empty the fluid? Thank you for any help you may be.

To flush out the old fluid you can remove the return line to the pump and put it in a bucket and then keep pouring fluid into pump while running engine until the fluid is clear.
