My explorer makes a clicking sound when turning the key. Is it the starter and if not what else could it be?

Hello,

Most likely it is the Start Relay Selenoid, it is located on the fender well near the battery, just follow the positive cable to it will only be about 6 - 10 inches away.

Make sure key is OFF. Then with a screw driver or something with an insulated handle touch it across the 2 large terminals. If it turns over replace that part.
