1994 Ford Explorer broken ball joint

How can I remove a broken lower ball joint that has been sheared off below the knuckle

CHances are you are going to need a big hammar. Honestly, if it is broken below the knuckle, you will need to beat it out unless it's threaded into the control arm, but I don't believe this vehicle is.
