1993 Ford Explorer Fuel Pump secondary circuit failure, PCM

Will not start. Trouble code = 542 Fuel Pump secondary circuit failure, PCM to ground.
Relay / OK
Fuel Reset on Passenger Side / OK
Fuel Pump / Replaced
I can not find any information in my repair manual that deals with " Fuel Pump secondary circuit failure, PCM to ground".
I am open for any suggestions and/or solutions.

First thing to check is to see if teh Inertia/reset switch is functioning properly it may be bad, if that is good then check the grounds for the fuel pump and check all the wiring harnesses for the pump for shorts or cracks.
