i have had the starter tested 4times and they say its good the lights come on the horn blows the radio plays and the light under the hood comes on but the truck want start doesnt make a sound

I assume the starter isn't working, correct? If so, have a helper turn the key to the start position while you check for power to the smaller wire on the starter. You should be getting 12+ volts. Let me know what you find.
