1999 Ford Escort Stalling problem

The idle speed of the engine seems to be fluctuating. The engine idle speed settles to about 600 rpm as read from my tachometer, but after about 10 seconds or so at idle, it climbs immediately to about 1000 rpm for about 5 seconds, then it goes back to about 600 rpm. Then the cycle repeats. The change of speed isn't exactly gradual, it's occurs very quickly. One moment it idles at 600 rpm, the next at 1000 rpm. This fluctuating idle speed is most noticed shortly after I start my car, then it seems to become less noticeable as the engine warms up, although I can't confirm that with confidence.

Also, a few nights ago I was driving and all of the sudden the engine speed just increased randomly to about 3500 rpm. I pulled my foot off the accelerator and the speed stayed about 3500 rpm. A few seconds later, the engine speed returned to normal. But as I pulled up to the next red light, my car started bucking a bit as I was coming to a stop and just before I came to a complete stop the engine died and the battery light came on. So I tried starting it. It turned over the first time, but I had to try a second time to get my car to start. When it did start, it seemed very "weak".

My service engine soon light came on, and I used my friend's code reader to pull off the only code that was found -> DTC "P0453" - Fuel Tank Pressure Sensor High Voltage. I believe this corresponds to an unusually low pressure in the gas tank.

What are the possible problems here? Could it be the PCM? A short circuit? Injection timing problem? Fuel filter? Fuel Pump? Fuel Tank Pressure Sensor?

Are the two problems I've outlined related?

Check the pcv line at the back of the intake manifold. It has a molded rubber 90 degree bend that sucks flat and gets a hole in it. Sounds like a massive vacumnn leak and the idle air control can't maintain factory PCM idle parameters.
