Daughter drove a friend to school, turned off car for just a few minutes, went to start her car to leave and the car wouldn't turn over. There is no clicking from the starter, the battery amps are good. When you turn the key. The hazard lights start flashing, in fact everything flashes. The alarm goes off, which she didn't know she had. Her battery and alternator are about 2 months old. Any idea here? Fuses, ignition swith, wiring. I just don't know where to start.

Sounds like anti-theft problem.
I am pretty sure that the car never originally came with anti-theft so it is likely an aftermarket system.
See if you can determine what brand it is.
A local car audio place may be able to dissable it for you.
