1998 Ford Escort Can't change gear

This has been happening for sometime now. I start the car and then I can't change gear. I thought initially that car just needed to be warmed up. But as time is going it looks like its something else. Since last time I had it running on parking gear for 15 min and even then the gear won't change. Could you please let me know what the problem might be and how much it might cost approx.

Hi are you saying you can, t get gear shifter out of park? Or the car drives but will not shift?
