My car's brake lights are constantly on, which ends up blowing the fuse, and causes my car not to start. How do I fix this problem?

Check the Brake Pedal Position (BPP) Switch. On top of brake pedal support.

Brake Pedal Position (BPP) Switch
BPP switch is wired to brakelight circuit. It signals the PCM when the brake is applied. The BPP input is used to adjust engine idle when A/C is in use and to control torque converter clutch lock/unlock strategy.
